π Guild Wars 2 Respec Hero Points
Spirit Shards replaced skill points for purchasing Mystic Forge items from Miyani. The third use of skill points became obsolete as trait guides were also removed from the game in this update. Existing skill points were converted as follows: Skill points earned through level rewards or skill challenges (now known as hero challenges) were discarded.
The Falls: "the falls hp is actually possible with basic gliding. same thing, you just have to hit a very small corner from the rightmost (if facing the tree) edge of the tree." You might need glider mastery but all HoT HP are possible with only hot masteries.
You can use console commands by enabling cheat mode in the config and then pressing alt + ` to open the console. You can find a list of commands online, but campaign.add_focus_points_to_hero and campaign.add_attribute_points_to_hero should do what you want. Edit: I just reread your comment, I have no idea if this works on console or not, sorry.

Also just note that Hero Points need to be earned per char and are part of map completion so easiest to do them as you explore.Mastery points are once off and can also be earned as you explore. The Attribute Refunds system was an early mechanic, at the time the only way to redistribute your attribute points. Spending one refund allowed you to lower one attribute by one rank; increasing an attribute was still free. One refund was gained for each 250 experience gained, and per mission completed (even after the first time).
When you hit lvl 80 you have enough points for your core specs. For the elite specs you will need 250 more hero points to unlock for each character you decide to unlock. How ever it is not as bad as it sounds, because inside of the HoT maps each hero challenge is worth 10 hero points so it will go pretty fast.
The PoF maps are also easy to solo. Since you're asking about HoT and PoF hero points as well, I'm guessing you're going for one or more elite specs. If that's the case, don't do core. Core hero challenges give you 1 each, while hero challenges in either expansion give 10 each.

What are Hero Points in Hero Wars? Hero Points are an essential currency used specifically for upgrading your heroesβ skills. As you progress through the game, your heroes gain access to new skills. However, these skills start out weak at level 1. You need to spend Hero Points to increase the power of each skill.
